You must have a building permit to do construction.

Air Quality Ordinance
Zero NOx Standards
On September 3, 2024, the City of Campbell adopted an Air Quality Ordinance that prohibits NOx emissions from appliances and equipment in new residential and commercial buildings and substantial rebuilds using parts of existing buildings.
The ordinance covers appliances and equipment for space heating and cooling, water heating, indoor and outdoor cooking, and clothes drying. Limited exemptions are included for commercial cooking, gas-dependent processes (like a kiln at a pottery studio), and emergency equipment. Outdoor space heating or cooking using small propane tanks is also exempt.
